If the existing cable is already tight then something is preventing the
free
movement either by it being trapped, through a small diameter hole, or just
general abrasion from the rough cement inside the cavity.

I would NOT attempt to use it to pull another cable in. At best you will
fing thet you cant get additional cables through but will be able to get
the
existing cable back. At worst, the existing cable and whatever you were
trying to pull through will part company and you will have exactly what you
describe. Cable at one end, cable at the other and a 20 foot
"gap".

Another factor to consider is that if it is very tight you will have to
exert a lot of force pulling the cables in. This is not a good idea as you
will damage the new cables. Even when there is a clear run, it is a good
idea to use two people, one to feed or push the cable, the other to gently
pull the slack through to minimise the strain put on the cable.

Cable pulling should be done with with a slow steady movement. Yanking the
cables in short high speed jerks will cause friction burns to either the
cable being pulled or any cables they cross.
