Yes.  Full answer available on payment of a consultancy fee ;-)

Easiest short answer is to use a clip-on ammeter, but you still need to
isolate the Live or Neutral wire- if both go through the clip, the current
reading should be zero...

You also need to bear in mind that VA!=W... if you want to measure real
power, you're probably best to put a wattmeter in the system- I understand
Maplin make a cheap one, but I'm not sure if it's measuring W or VA.

The easier way is to use a system with a 12V power supply and just measure
the current with an ammeter (well that's what I find easiest...!)
