Open to suggestions. I will have an application that generates MIDI event
messages, and what I want is a system that passes these to a MIDI device
_without_ clearing up after itself by sending an "All Notes
Off"...

Should I use ALSA or OSS????

Yes, most cards have MIDI out interfaces, which you can drive fairly
easily.
Generally, you can query the soundcard for the number of available MIDI
interfaces, and select the one you want from those available.

Are you after an application which will play the MIDI stream you've
created,
or do you want to program up the MIDI port yourself?

Don't know anything about the apps, but if you're after programming info
you should check http://www.opensound.com/pguide/index.html
(if your
sound system is OSS) or http://www.alsa-project.org/ if
you've got the
newer ALSA.
