Use an unswitched socket for HV. That way he would need to remove the plug.
With the shrouded pins now used on all plugs there is no real need for a
switch as it is impossible to touch live pins.

There is one thing that worries me with the move to HA, my one year old son
is now routinely turning off any electrical outlet he can get his hands on.
Even HomeVision can't do much about the socket being turned off !
