You dont even need to use HV if you dont want.

If the lock needs power to stay locked then feed it through the normally
closed contact of the relay. Use the 12V from the proximity card to operate
the relay thus breaking the circuit and opening the lock. I assume the
output of the card reader stays at 12V for a few seconds. If not you need
to
use HV to add a delay.
