I used to log all downs of service when I had cable TV with Telewest when I
was in London and would withold payments if nothing was done to fix
problems
... they didn't like it and did threaten to take legal action a couple of
times but given the "cheap" option of "fix the problem and I
pay my bill"
they usually appeared screwdriver in hand. (They had a problem with water
ingress in their green box on the street which was the cause of most of the
problems.)

NTL when we were in Farnham never gave me any cause for concern...
