Osram do a low energy bulb with an adjustable light sensor built in.  Can't
remember how much they were, but Screwfix.com sell them.

I've got a unit that does just that. It's a bayonet fitting that goes
between the light fitting and the standard bulb. It comes on at dusk and
goes off 3, 6, 9 or 12 hours later, or can work on a random security
mode.
It works with low energy bulbs. However it is not X10.

They're very commonly available, including Argos (cat no 982/6883, p102
in
current catalogue, price =A39.99).
