It has Scart in/out Telephone in/out video & audio In

Yes thats the way, it has t  be the last device in the scart chain.

I have not noticed any quality changes with it in or out of the
chain, it only activates itself when a call comes in / you trigger
it, otherwise it stays passive in the chain
