I would say you've pretty much got it right.  My girlfriend's brother
converted his mother's roofspace in her bungalow into a *huge* single room
(would make a great AV room).  It took him a couple of years, but it is all
now finished.

Stages (as I can remember when we visited):
Fit new load-bearing joists and floorboards, laying in services (heating
pipes, electrics etc) and fit staircase
Fit Ventilux window in roof plus windows in each gable end
Batten out the roof and walls, bring electrics through and dry line
Fit rads, skirting, sockets etc.
Sand floor & varnish

Go for it, but remember to install more CAT5 than you think you'll ever
need!
