Search your entire system for the .DLL If you find it make a note of
where it is. There are then 2 options. create the full path and put a
COPY of the dll in there or register the .DLL from it's location (from
the search above)

Most software nowadays requires a restart of windows... MAKE SURE you've
at least done that first..
