Is there a reason for not using an OST file?  You could then use all Server
Based rules to distribute your mail into folders on the server that are 1)
available in OWA and 2) synchronised with the laptop OST file on
connection.
Each folder can be set to be or not be duplicated in the OST.

The down-side is that you would be storing a copy of all of your mail on
the
Exchange server - is this a problem in terms of volume?
