Because the 4 pumps are actually:

Tanks 1 + 2
Tanks 1 + 2
Tanks 1 + 3
Tanks 1 + 4

This lets you deliver your "main fuel" (normally Unleaded) to any
pump
by filling Tank 1, your "normal alternative" (normally LRP) to
two
pumps, by filling Tank 2, and your two "specialist fuels"  (ULS
and
DERV)to one each (by filling tanks 3 and 4)


The problem comes when you, Mr. local franchise owner, discover that
no-one in your area is going to pay the premium for ULS, and you've got
a tank that you end up just selling through rather than refilling.

You then wonder "so - what shall I fill it with?", and decide
work out
that:

1: Most people buy UL, so you may as well have the "most
capacity"
there, and you're still worried about the next fuel protest, and want
your buffer stocks up.

2: You work out that to switch from dispensing UL to LRP or DERV at a
pump is more complex than simply refilling the tank with the new grade.
You need to fit the smaller nozzles (such as fit UL cars) to the pumps,
you need to drain the tanks properly before adding DERV, wheras if you
switch from ULS UL to normal UL, you just top up the tank, and let the
first load of customers get a subtely lower sulphur level.)

Alternatively, you're doing it this way because you PLAN to introduce
ULS later, and want everything wired up properly for the launch.

We have a filling station close by with the "unleaded + unleaded"
pumps
...
I've never worked out why that is either!
