No chance! You need typically 2 forms of ID, one with your address
on.
This applies to UK residents, not sure about 'others' - probably likely
to
be even more difficult.
Might it not be easier to get your mother to open the account in her
name
and 'lend' you the debit card (assuming you get an account with a debit
card)?
