   There is an obscure problem with porting and 'mobility'.

Number porting is defined as moving a number between providers.
Number mobility is defined as moving a number geographicaly.

   *Currently* if you move a number (an out-of-area line) then
it
can't be ported.

    If you port a number, and move, it can't be ported
back.

    Oftel want to remove these restrictions, but the current
state of
(mostly) BT exchanges means this isn't going to happen any time soon.
