on XP, IRQ_NOT_LESS_THAN_EQUAL means a device driver has blown up. That could
either be the UPS driver having a fit, or a driver for one of the USB
devices
getting upset when the USB devices power off. Best way to find out is to
unplug everything and test powering off.

Could this be a conflict of
IRQ's? Not an XP expert but it sounds like
something wrong along those
lines. Perhaps the UPS is trying to fire off an
IRQ events to tell the
system that the powers gone, but it conflicting with
something?
Just a stab in the dark (excuse the
pun).
