I don't know if this will help but it should explain the latching
relay situation.

Impulse relay
A relay that completely opens and closes, even when operated with
short pulses
A relay that distinguishes between strong and weak impulses,
operating only on
the strong ones.
Latching Relay
* One Coil Latching
Relay with a latching construction that can maintain
the ON or OFF state with one coil the relay is set
or reset by applying signals of opposite polarities.
* Two Coil Latching
Relay with construction composed of 2 coils, set
and reset coil. The relay is set or reset by
alternately applying pulse signals of the same
polarity to the respective coil.
* Magnetic Latching
Latching mechanism that hold the state of the relay
contacts even if the power is removed from the coil
by magnetic means.
