In my dim and distant past, I've used windows based software programs
with a modem, dialling up to a network's TAP service (although there
were occasions when outages in the TAP service would cause retries every
few minutes, resulting in high phonebills)... A quick search turns up
Kevin Holley's pages which used to be at Demon and are now at
http://www.btinternet.com/~mrbush/old/
- last updated 1997.... :S

The site does have windows based software which will dial TAPs (I don't
have a modem to hand so can't test them) and will also accept command
line options http://www.btinternet.com/~mrbush/old/cmdline.htm

If you remove the /old/ you get his newer site, last updated 1999 but no
mention of command line options.
