While I can sympathise with the feelings mate and whilst as a dog lover myself I hate to see a dog pained in any way, I can also see the need that if normal attempts to retain a dog within ones boundaries have failed then such a restraint is preferable to the dog getting into a sheep filled field, ripping the throats out of perhaps half a dozen of then and then being taken a shot at by a farmer with a twelve guage!
 
Coming from a farming area I've seen what dogs can do if they get out of hand, I've seen sheep and lambs torn apart and I've seen what's left of a couple of dogs which picked a fight with the wrong bull.
 
The dog will soon learn that it has a boundary and won't get the shock...
