Are you sure it isn't HomeSeer
?
I occasionally have a similar problem
where the alarm panel sends unit+1 code. I had presumed it was the alarm
panel
until I saw your post, then thought maybe HomeSeer
isn't hearing right..............
Anyone know of any sniffer
type software we could use to double check?

HomeSeer
log says it is now detecting light in the hall (well, it has
windows)...
Strange
- anyone ese use these and get this when set to 24hr ?

Isn't the B3 signal being sent from the dusk/dawn sensor as the lights go
on
and off in the room?

Now we left the house this morning at 8:55am. But what are these spurious
signals being sent ? And how come an OFF is sent before an ON
?
I dont use the X10 PIR's directly - I let homeseer pick them up and then
homeseer actions them (rather than any light being set to B2)
