Hi Stuart,

I'm doing this right now (well not _right_ now but you know what I
mean).

I'm doing it all by hand and on zero budget. Through various skip
diving
efforts I've managed to salvage some rack strips, shelves, blank
plates,
castors and a 3U case. I've also picked up two tables - eh? tables you ask
?

The tables have a square frame immediately underneath the wooden top,
and
four legs. The frame is made of ~40mm square tube and is all-welded. My
plan
is to basically put one table on the floor upside-down (legs in the air)
and
the second table right-way-up, on top. Then join the legs together (so
the
frame is two-tables high). This makes it a bit tall for what I want so
I've
cut down the legs and am in the process of cutting down the cross pieces
to
make a smaller cross-section (to about 500 x 500). Add a wooden top,
base
and some castors and there's a basic rack. The key feature for me was to
be
able to use the all-welded corner assemblies from the two tables.

Tips ? 
Buy the rack strip and some shelves first, then make the frame to suit.
I've
got two different styles of rack strip and the overall width of the
finished
rack would be different depending on which style I used.
If you've got access to welding equipment it would make it so much easier
(I
don't :-( )

I'll probably finish mine over the weekend so will take some pics &
post
them here.
