There's defnitely commercial software, because the new car park at Birmingham airport prints your car number plate on the ticket it issues you at the gate as you drive in. I'd agree that this is probably v expensive though.
 
I'd actually be inclined to believe that people breaking in might well be using a stolen vehicle anyway.

The DVLNI are doing that over in this part of the world to catch tax
dodgers.  Nice little decrete white van at the side of the road, and a dirty
big camera stuck out the back - just drive past and get your picture taken.
So as mark says, probably commercially available software out there but big
?.
