[OT] Import costs for private Ebay sales

Hi,

I know we've had discussions about commercial, bulk buys from the US
before
but I was under the impression that import duty & VAT weren't
applicable to
private sales (rather than a commercial reseller) of second hand goods.
Is
this a misinformed view?
