You could always run something like Mercury as a mailserver, get it to collect all your email accounts, and then present that to Outlook as one account, providing the problem is only when multiple email accounts are used...

This is a bug without Outlook that appears to have if you have multiple
email accounts. I have an email address that receives around 400 emails
a day and it will not file the first 50 or so with the rules set up.

Only thing I can suggest is do what I do and live with it!
