Yup, I find myself regularly sitting behind people, flashing headlights at
them.  If they refuse to pull over, what option is there aside from
undertaking or waiting.  It could be a long road.

I believe undertaking is *not* illegal, but would generally be classed as
dangerous driving.  As such, if you go down the inside lane when someone is
in the 2nd overtaking lane (not the fast lane!), you are unlikely to be
pulled.
