I tried doing this a while back and there were problems simply specifying
a
HTML filename in an autorun.inf file.

In the end I found small exe that can be used to start-up IE and load a
specified HTML page. Eg. the autorun.inf:-

[autorun]
open=Autorun.exe start.html

I can mail you the exe off list if your interested.
