I would have thought it would be okay as the AWM2 is an appliance 
switch and should be able to function okay with small and large (16A) 
loads. I have 4 of them but they're connected to main halogen and 
tungsten bulbs.

Now that's odd. Doesn't it stop flashing after some time? If so it's 
a capacitance leakage problem but that would be weird as I don't 
think the AWM2 has the capacity to store that much energy. So the 
question is, why is the AWM2 allowing power to leak to the bulb? Are 
you 100% sure you wired it up correctly? What happens if you replace 
the bulbs with 25w tungsten bulbs?
