these are fully exposed patch cables which won't be moved much if at all
once installed, there is no way to hide excess cable as they will be
connected to a mini hub on a workbench with the sockets on the wall just
behind.
For the sake of neatness I think I will go very short on the cables and
suck
it and see.
As an aside I have never understood the point of identifying the position
of
a fault in a CAT5 cable, if the fault is accessible then by definition the
cable could be replaced (which is surely the best thing to do). If it is
inaccessible (in conduit for example) then what use is knowing the location
of the break . Is splicing a Cat 5 cable even allowed?

According to the O'Reilly book, there isn't a minimum.
However, quite a lot of cable detectors can't detect split unders for
cables under 3'.
Personally, I stick with a minimum of 50cm.
