Just to blow my own trumpet a bit.

But my ZoneMinder setup allows me to watch my house cameras on my phone now.
Granted it's only over GPRS (2.5G) and isn't streamed video per se rather a
frequently refreshing image but it's a start!

If you've got an Ericcson T68 or similar that will handle jpegs and is not
limited to just WBMPs you can install ZoneMinder from www.zoneminder.com and
try it though it is only a prototype interface at present.
