Not exactly what you wanted but...

I use an email checker program which checks for new mail every few 
minutes, it can also ping sites to check that they are up...

It just pops up a message when there is no mail or the site is 
unreachable...

Not the prettiest of programs but it has been working on my machine 
without problems for a while... It is also Free :-)
