PAL v NTSC

Despite reading many of the FAQs on the net I'm still a bit confused
about the compatibility of outputs from modded games consoles (XBox
and PSX) and multi-region DVD players with UK TVs.

that:

a) if you've chipped a UK games console to play non-UK games
b) or used one of the many multi-region DVD disk solutions to play a
non region 2 DVD on a UK games console or
c) try to play a non-region 2 DVD on a multi-region DVD player

the output from all of these is still NTSC and not PAL and therefore
whilst the player may well play the game or DVD, the output may not
be viewable (on some TVs)?

I ask as someone who brought some DVDs back from the US, who can play
them but the output is B&W no matter what player or TV I use.

Can someone put me right on this? Thanks.
