Googling for "flow switch" yielded this:

Click the link on the left for prices - approx. 14 quid for a 15mm flow
switch - not vanishingly cheap, but better than 100 quid :-)

The max flow is 20 litres/min so should be suitable for your combi, the
switch can be set to trigger at up to 6 l/min.

The switch contacts don't look too highly rated (electrically) though - you
might want to look at your fan's kW's.

I havn't seen Keiths solution yet, bloody Yahoo. But both showers are
thermostatic mixers at mains pressure.
