The Power the same though, (may change a bit with regulator specification)
Power (Watts) = Volts x Current
so as he reduced the Volts the current would need to rise to provide the
same amount of power,
and vice versa

I dont know if the netgear is anything like the dlink dwl-900ap+, but the
dlink
has an internal switching regulator that takes what ever you give it down
to
3.3volts internally.
There was a site where a guy measured the current consumption of the thing,
and
it went down as voltage went up.
