The Draytek Vigor series of routers have a caller-ID based auto-dial
feature...

You tell the router the number you want it to recognise (e.g your mobile)
you then dial-in to your ISDN number from your mobile, the router gets the
caller-ID, (but doesn't answer the call), & in response dials an
outgoing
WAN connection to the ISP....

At least that's how I think it worked from memory....

(It was a long time ago that I last had ISDN...!)
