No, I don't think powering down the Xbox via the mains switch is a problem
unless the Xbox is saving a game status, when you will normally see a
message saying "Saving... do not switch off your Xbox".

As far as I know there isn't a way to make the Xbox auto power up. The only
solution I can offer is a project to add PIC chip that allows you to power
up/down the Xbox via the optional infra red remote control, do a Google
search for details.

Has anyone found how to switch an xbox directly from the mains, ie a
plugin x10 module?

How do you rewire the xbox so it is permenantly on since powering it
off via the mains seems to reset it to off so it powers back up in
an 'off state'?

Is it safe to power it off like that or is it like a windows pc in
that pulling the plug prevents it shutting down cleanly and at some
point I'll end up with scandisk running ;) ?
