Don't take those key ranges as B&W
If you look at
http://support.microsoft.com/default.aspx?scid=kb;EN-US;326904
You will see that a range of product keys were blocked for SP1
including some in 640 and excluding others mentioned below.
It would appear these were known pirated keys or mechanisms at the
time.
Looking round the web, my interpretation of policy is that no new
ranges have been added to SP2, the SP1 lock outs have remained,
although MS think very few instances of these will still be out there.
They appear to of chosen to allow SP2 for almost all, to reduce the
general insecure machine base in the population, over the drive for
profit at securities expense. But that is my interpretation.
