It will happen.

On a pack in front of me (a double socket) it says "WARNING: It is
illegal for persons other than licensed electrical mechanics or
persons authorised by legislation to work on the fixed wiring of any
Electrical installation".  All elecky stuff from the DIY sheds are so
packed.

And as for appliance repairmen having to be qualified - just another
thing you're copying from Aus/NZ, look at this:
