BT Wiring Question

In a recent post on either VOIP from BT or ADSL I am sure there was a
statement to the effect that it is illegal to move the master BT
socket or tamper with it etc etc.

I was under the impression that the wire from the BT connecting block
on outside of the house coming into the house was the owners property
and therefore where this wire goes is at the discretion of the owner.

The reason behind my question is that the house I am buying has
multiple phone lines provided by both BT and Telewest, which has
resulted in a row of master sockets on the hall wall.

I intend moving all of these and replacing the phone system wiring
with a full structured cable solution from Leviton which will include
DSL filter etc and be located at the back of the garage where Node
zero will be built.

Am I allowed to do this?? Are there different rules for Telewest and
BT??

Do I legally have to have a normal BT Master socket before any
structured wiring or can I just star wire from the two incoming wires
and use Master Line adapter units to connect phones from Cat5
faceplates

I only intend having a BT phone line into the house and that will
only be there to get ADSL.
