OK Mike, I think understand what you are looking for. In effect, you are
going to use Homevsion, comfort or whatever as a high tech time clock and
thermostat.

There are a range of suitable valves/actuators on the market from Honeywell
zone valves aimed at the domestic market through to terminal unit valves
aimed at the HVAC market.

You could go to your local plumbers merchant (steer clear of the chains
like
Plumb Centre - They are too expensive) and I'm sure they could help.

Alternatively, try Electrocontrols. They have  suitable valves and
actuators
(15mm is EZV-212  or 22mm is EZV-214 both at GBP35) AFAIK, they sell direct
but if not, drop me a line off list and I'll get them for you.

Only association is that my company buys from them.

One advantage of this type of valve (or more precisely, the actuator) is
that it has an auxiliary limit switch. You could use this in your control
philosophy to indicate when a valve is open and use that to start or stop
the boiler/pump.

On a slight tangent, my heating control philosophy includes a bit of logic
along the lines of . .

If it's cold in a zone, open the zone valve
If any valve is open, start the pump then start the boiler.
When the last zone is satisfied, turn off the boiler but keep the pump
running and the zone valve open until the return temperature drops below 50
DegC

Finally, Frank came up with a C-Bus module which provides a 0-10v signal.
This could be used to modulate a valve (open it to varying degrees
depending
on how far  the space temp is below setpoint) but I've no idea how you
would
implement a control loop in any of the domestic type HA controllers.
