OT : Ceramic Floor Tiling

Hi all

I am really hoping that someone can help me here, I have been searching
deja for ages and I cant fine the answer.

I am intending to tile the kitchen with ceramic tiles.

The problem is that we have got hard vinyl tiles down at the moment,
now I can crape these up but there is still a black tar like residue
left. Now is it safe to tile over this?
