Connevans.co.uk. Connevans are great for this kind of equipment, and
they'll be more than happy to help if you give them a call. They also
loan equipment for trial periods if necessary, so you can be sure
it's right for your ma-in-law.

You probably want a phone from the BT Converse range - I have one for
similar reasons to the ones you outline. The models which can take a
headset generally include battery powered amplifiers which provide
amplified audio through both the handset and handsfree.
