We have a similar situation using PIR at night to turn on the lights
(via Comfort in our case but that's pretty much immaterial).  Had the
same issue with the next morning/day in the hall or landing when
light was needed and using the wallswitch it just goes onto the night
level of 20%.

Solved it by doing a 'reset' in the morning.  Sending preset 100% and
then unit off in quck succession means that you then get 100% when
someone uses the manual wall switch.  We never actually notice this
brief reset.
