I used some of this at a previous job, hellishly expensive IIRC
I don't know where we got it :-(
but the trade name is 'privalite' It's milky white and goes clear when a
couple hundred volts are put across it

My brother was trying to find a commercial supplier of this a few
years ago, and drew a complete blank, he had also see it a while back
on TV, but it is like it has been withdrawn!
