Our do exactly the same

I even had to video it to prove to myself that I wasn't going mad =:O

Our are all on 'normal' 2 way or single way on-off mechanical switches

I can't remember the figures now, but I did measure a surprising amount of
leakage with my DMM - this has a high input impedance unlike a normal
tungsten filament

With our Philips energy saving bulbs the flashing rate and intensity
gradually dies over a period of 5 to 10 min or so.  The initial rate is
something in the order of 10 to 20 seconds

You can increase the brightness of the flashes by touching the bulb ;)

We had a problem with a low energy bulb, when the switch was turned off it
would flash every so often for about 5-10 mins. We ignored it as the bulb
was old. However we've just put a new bulb into the lounge, this also seems
to flash. (different room / fuse from the the other bulb)

Any ideas / suggestions ? (we have other bulbs of the same make and other
makes that are OK)
