18 months ago I sold some transformer winding gear to a guy who
had a system
that could scan RFIDs in Cattle from a range of several feet.
He was also
looking at an application of the same whereby pets could be automgically
scanned as their owners carried them into the Vet's surgery.
His original business had something to do with RFID tags on
serviced laundry
(Table cloths/curtains/etc.)

I've never looked at a patent application before. I had always
assumed that
there had to be both a novel idea and a liklihood of it being practical.
There is no evidence provided which indicates that the system
would elicit a
reliable response from the sub-dermal responder at the range required. A
large dog is shown in the drawing.
Am I wrong, is the only requirement novelty?
