Jon,
You can use insulation backed plasterboard (Kingspan, LaFarge and more).
This reduces the cold bridge effect of the rafter/joists directly tacked
to the plasterboard. You therefore don't need as much insulation. I
think regulations allow for this as your u value will be the same but
insulation thinner (check with an engineer for regulation compliance).
