I've been looking at the insides of various cisterns to work out how to do
this ! The Dudley and Ideal Standard range look difficult to automate but
the ones by MacDee look straightforward. Changing the cistern is
inexpensive
compared with trying to automate something that doesn't want to be.

A simple solinoid then pull the valve up (flap not syphon as it need less
force so easier to automate)

Remember that for building regs etc the IR should really be battery
operated
so a small solinoid is best.

The proximity thing has proved a challenge, tends to go off when you don't
want it to !!  I think you also need something physical to show where it
is.
My current prototype has a stainless touch plate but once you do that you
haven't achieved much when compared with a well setup mechanical solution !
