I've been using Joomla (www.joomla.org) as my CMS of choice (it's
essentially Mambo at the moment with a few bug fixes, however the core
development team of Mambo split off and released their own product)

Not sure about the drag & drop upload, but it's still quite easy to
upload.

You can integrate with the Coppermine gallery, this is quite easy to upload
photos as they has a wizard that integrates with XP, so you can click the
upload photos link within XP and use the standard Windows wizard
