Mainly because basic CAT5e is produced in phenominally large quantities
compared to the somewhat specialist requirement for the C-Bus CAT5e cable
... economies of scale and all that. If the CAT5e spec encompassed the
needs
of the C-Bus cabling then that level of spec would be produced in much
larger quantities and would probably be a fair bit cheaper...

The simple answer is you choose the cable that is appropriate for the
job...

...if you are pulling runs that are never going to move then use solid
core,
if you need to run externally then use a cable with an exterior grade
sheath, if you are making flexible patch leads then use stranded cable, is
LSOH sheathing important?

Pick a cable that fits the job in hand...
