Which bittorrent client are you using? I use Azureus, and have
recently followed the documentation for upping my speed. Check out
http://www.azureuswiki.com/index.php/Main_Page
and follow through the
"first aid" section. (especially
http://www.azureuswiki.com/index.php/Avoid_traffic_shaping)

Ensure your traffic is encrypted, and you aren't using the default
ports - this makes it more difficult for your ISP to know you are
using bittorrent
