It depends on how thick the polystyrene is. If it's providing the
"main" insulation for the floor then it should be ok to channel
out.
If, however, it is only providing a cushion for the floating floor
then you may be out of luck.

If you do run cables through it remember to run them in something. Two
reasons: primarily to stop the polystyrene reacting with the PVC
insulation on the cables and degrading it, and secondly to provide a
means of upgrading the cable later, should your needs change.
